No, I think his arms have always been covered. A special prosthetic, perhaps? I think he's powered in some way, maybe the same as Steve. I can tell he's had a hard life. He struggles with positive thinking, which is probably why he couldn't believe in the best here.
It's advanced technology, whatever it is. It's also made of a metal that I can't control. Steve's shield is partly made of that same material, but since it's an alloy I can still control it.
